Manager's Corner
Members of Harlingen Country Club,
In my youth, the clear crisp days of September were always highly anticipated after the hot, dog days of summer. Football season and the impending harvest was a sign of a changing of the seasons.
In Deep South Texas, where there seems to be a change in the seasons, but not in climate, with school starting back and our members’ schedules changing, seasonal members re-emerging and inquiries on seasonal memberships increasing, there is a feeling of a new bustle and excitement in the Club. Also, fueling this feeling are the focus groups that we just completed, and the talk and speculation on the possibility of changes in our current facilities. With more focus groups planned in the near future, momentum is building.
Changes in the events and the hours of operation are also happening this month. Please read the Par Four so you are informed on these changes. I had the privilege to sit in on all the focus groups and some of the things that came out of those groups were acted upon immediately, and will be part of your choices of things to do at the Club in September. Also, there will be more on the way in the future. I did hear a lot of information that came forth during the focus groups that were personal taste issues and will be hard to address; so be patient.
Beginning this month, I am going to list a fact that I take for granted as knowledge that I am exposed to, that maybe you are not, that would bring some of the issues that the Club is facing to your attention in a way that is more understandable. Our Clubhouse is approximately 22,000 square feet in total space. To make things easy, let’s say your home is 3500 square feet in total space. In the month of July, our total utility costs exceeded $22,000.00. If your utility costs exceeded $3500.00 for one month, in your 3500 square foot home, would you address that issue?
Our utility bills average over $1.00 per square foot almost every month with electricity comprising 80% of that number. In my home, my utility costs do not exceed .30 cents a square foot. When I looked back at the financials of other Clubs that I had the privilege of being entrusted with, it never exceeded .20 cents a square foot in utility cost.
Food for thought.
My door is always open,
Tom

RULES OF THE MONTH DECISION ON THE RULE OF GOLF:
18-1/9 Ball Lodged in Tree Knocked Down by Outside Agency
Q. A player’s ball is lodged in a tree about eight feet off the ground. A spectator knocks the ball down from the tree. In complying with Rule 18-1, it is impossible to replace the ball in the prescribed manner in the tree because the spot where it lay in the tree is unknown or unreachable. What is the ruling?
A. Rules 20-3c and -3d cover cases in which the spot where a ball is to be placed or replaced is not determinable or a ball fails to come to rest on the spot on which it is placed. However, these Rules do not contemplate a case such as this one. Thus, in equity (Rule 1-4), if the position of the ball in the tree was such that the player could have made a stroke at it, the ball must be placed in the tree as near as possible to the spot from which it was moved, without penalty. Otherwise, the player must proceed under the unplayable ball Rule.
WGA Tee Talk
Greetings from the UP of Michigan! I had hoped to give some comparisons of the golf courses up here with HCC, but unfortunately Mr. P injured his shoulder and as a result, we have not been able to play. We hope we will be healed by the time we return in September.

The tournament this year will be hosted by Loretta Burd, Cheryl Faxon, Jane Gilchrist and Celeste McMullen. This tournament will be held on October 9, with a practice round on the 8th. If you are looking for a partner, please contact one of the chairwomen.

From The Desk of Tom Bloemendaal
Members of Harlingen Country Club, Summer is quickly slipping away. Everyone is trying to make time for themselves and their families before school and all the activities of the Fall intervene. Don’t forget all the amenities available at your own Club. Swimming, Tennis, Golf, Casual and Patio Dining. All under one roof and as close as a few minutes away.
There are steps being taken to decide what the needs and wants of a new Clubhouse facility might be for you. There are escalating costs of maintaining this existing facility along with changes in insurance requirements. Our facility is not up to code in correct mechanical, electrical, plumbing standards or ADA, which are big pieces in this complex puzzle.
A decision was made to have a facilities study done to identify and document the problems concerning our Clubhouse through the eyes of professional structural and mechanical engineers. This study basically verified problems that we already suspected we had. Before this study, there had not been a professional opinion established for the condition of our Clubhouse.
The next phase to this issue was to contact a number of professional country club’s architectural and design firms to come in, evaluate our facility and give us insight on options pertaining to our current Clubhouse. Remember, the options range from doing nothing, all the way to building a complete new facility. From a list of ten firms, I pared down the number to three firms that we actually interviewed. Of the firms that we interviewed, Judd Brown Designs of Pawtucket, RI was chosen as the best of the best. They have the best methods of bringing you, the Club member, all the valuable information to make a clear and responsible decision regarding the future needs of the Clubhouse.
The key thing you need to remember, there has been no decision made to do anything as far as a project concerning our Clubhouse. That decision will be made in the months to come through input from you, the member. What has been decided is the need for the challenges facing our Clubhouse to be addressed. You will be receiving a letter that will in more detail explain the process that we will as a membership, go through in the months to come. Be proactive and be part of the process, not part of the problem.
My door is always open, Tom

The golf course is always at the 90* Degree Rule for carts, unless Cart Path Only applies under certain circumstances- this does not mean you go down the middle of the fairway and turn 90* degrees to your ball. 90* Degree Rule is you go down the cart path to about where your ball lies and turn 90* degree to it, then follow the same path back to the cart path. Be sure to stay on the cart path around tees and greens. These rules is for ALL golfers, no exceptions. We are having trouble in the Golf Shop with golfers checking out clubs and apparel on approval and not turning them in within a couple of days. “As most of you have seen there are white lines and cart signs around our greens. Please keep in mind that all golf carts need to stay in front of these lines/signs and proceed to the cart path. This seems to be one of the course rules that our members overlook. The Golf Shop appreciates your cooperation in this matter.” Remember, we all want a golf course we can be proud of, and this does help with the course condition.

RULES OF THE MONTH DECISION ON THE RULE OF GOLF:
20-1/17 Tee Marking Position of Player’s Ball Deflects Opponent’s Ball
Q. In a match, B used a wooden tee to mark the position of the ball. A’s ball was deflected by the tee. What is the ruling?
A. The tee was not B’s equipment- see Definition of “Equipment.” There is no penalty. A must play his ball as it lies. A should have requested B to move the tee one or more clubhead-lengths to the side or to mark the position of his ball with a ball-marker, a small coin or other similar object- see Note under Rule 20-1.
Financial News from Joe Neeley
It is your finance guy again. I just finished looking at a group of Club numbers. Some in rows, some in columns. Numbers are my friend. Each one has a story. They tell us what has happened and help us forecast the future. Each represents a sub sum of the total sum and they are on the page for a reason. Numbers do not lie, cheat or steal. They are part of a universal truth and finite in nature. All finance articles do not have to be about numbers. Sometimes it is about the best way to spend resources, improve infrastructure and develop future plans. This is one of those articles. If you get tired of reading before I get tired of writing, I will understand. As I have traveled down the road of life, along the way I have observed guide posts and sign posts. Sign posts say, no left turn, speed bump ahead, or it could be a group of words followed by BURMA SHAVE. Guide posts are those universal truths that show us the way to a better future. One that comes to mind is that everything in the universe has a cycle of life; there is a beginning, and an ending. It is what we accomplish between those two that is important. People, organizations, and buildings all have life cycles. Your Country Club is a combination of all three. In many ways it is a three legged milk stool. If one leg is broken, then the other two are out of balance. The people are the most important. All of us joined the Club for our own reasons, some to play golf, some to socialize, some for the training provided by the Tennis and Fitness Center. Whatever the reason, the Club needs to fulfill your desires and make your daily experience a beneficial one, if we are to be successful.
Your Board of Directors is trying to work on all three legs. We are devoting a considerable amount of effort into the building portion of the stool at present. The building is old and wearing out. Monthly repair costs are skyrocketing, and we are being forced to do something. In order to do the right thing, the board is trying to develop a plan of work that will give us a beneficial guide to the future.
Each of you have a role to play in developing the best plan possible to lead us into making the correct decision. The Club is hiring a professional firm to guide us through this process. Each of you will have the opportunity to voice your opinion through focus groups. The firm will hold several focus group discussions where they will hear concerns and desires of the membership.
These concerns and desires will be translated into plans for the future of the clubhouse. Do not miss out on this opportunity to have your voice heard. Volunteer to be a member of one of the focus groups. After the plans, has been finalized, it will be presented to the entire membership of the club for approval or disapproval. If it is approved, we will go forward. If not, then at least you will have a professional assessment of future direction of the club that can be approved and used at some future date.
Did you see it? There is another guide post along the way. Ben Hogan said it and lived it. They are just ten little words. IF IT IS TO BE, IT IS UP TO ME! I am asking you to be a part of the future plans for your club. Help us spend our resources wisely.

He comes here with new ideas and fresh passion that will help our cuisine reach new heights. We are all excited with some of the events coming up and hope to see all of you here. Please remember, my door is always open for questions and suggestions. I would once again like to install a Q and A column in our newsletter. Finance Article
Finance Article by Joe Neely,
It was one of those hot summer days in the Valley. The kind you know about if you have lived here more than a month. The mercury read 98º. I thought it was hotter. The usual summer breeze took a day’s vacation. I had just spent four hours in the heat pushing that little white ball around the course. I was hot from the weather and the fact that I missed a three foot putt on eighteen. As I opened the door to the cool hall on my way to the men's locker room where I hoped to find some decent temperature and a cool draft beer; I was stopped by a member who asked, "Joe, how is the financial condition of the Club?"
It is a valid question and one that I should always be able to answer on any day of the week. Today was not one of those days.
Quickly, I thought how specific should I be with the answer. Should I tell him about the cooling tower on the air conditioning system that went out this week. I cannot remember if it is the second or third one that has broken this month. What about the ball retriever for the range that is worn out beyond repair and we have to spend another couple of thousand on a replacement. Then there is that pesky little computer system, software and electrical valves on the course sprinkler system that are way past their expected life. I know, I will tell him about the increased revenue that we are getting from the $35.00 late fees. In fact, we billed $1365.00 this month in late fees. That is over $16,000.00 a year in increased revenue. Maybe he would be interested in the other side of that coin, which indicates that we have 39 members who are over 30 days late in paying their obligation to the club. This represents about $22,000 of overdue accounts. We could be using that money to pay our vendors and support our other obligations. Could he be interested in knowing only about half our membership spend over $50.00 per month on food and beverage? Is he interested in profit margins? We operate on a very thin margin.
Finally, I settle on the general answer. "Given the current circumstances, we are keeping our head above water in the financial sea." Then I step around him and head for the locker room and that cool draft beer.

Members of Harlingen Country Club,
I have received feedback that the Par Four has been late in arriving to your home or business the last couple of months. We have historically always printed the Par Four around the 27th of the month and mailed it bulk mail on or around the 30th of the month. I have been told that it has landed on your doorstep as late as the 12th of the months’. We are moving our deadlines to accept material for the publication up to the 20th and will print on or around the 22nd and mail on or before the 26th. Bulk mail has been slow as of late, hopefully this will get the Par Four in your hands at the beginning of each month. Sorry for the inconvenience. The heat of the Summer is upon us and the pace around the Club has slowed somewhat. Check this months Par Four to stay in tune with all the Special nights and happenings around the Club. Michael Fernuik, our new Head Golf Professional, is on the job and trying to get acquainted with as many members as possible. Come by the Pro Shop and say hello to Michael and welcome him to our HCC Family. Also, new to the Staff is Mindy Bersalona. Mindy is our new Event Coordinator. She will be taking over the responsibilities of planning and organizing our banquet activities. She is very qualified and is an excellent addition to our HCC Family. She will be taking those responsibilities over from Joey so he can concentrate on improving service and your overall experience while enjoying your time at the Club. Call or come by and meet Mindy and let her take care of all your party needs. There will be an informal reception on the Patio on July 12th to meet both Michael and Mindy and their families in conjunction with the Thursday Evening Cookout that will also take place . The Club will provide an Open Bar from 6:00 till 8:00 PM to honor and welcome Michael and Mindy and their families to HCC.

Finance Article
The club president, Mr. Ray Iler, asked me to chair the Finance Committee this year. It is a job that I took with great anticipation. I have always liked numbers and know that they can accurately describe all sorts of situations such as time and space; components and sums; distance and rate; but most importantly in our case, the financial condition of the Club. I must admit that my fondness for numbers has dimished somewhat during the last three months. I have looked at more numbers than I wanted to in determining the true financial condition of the Club. During the next several months, I will try to write articles that deal with the financial conditions of the Club, and discuss what management is trying to do to minimize adverse impacts. A monthly financial report is available at the club for your review, if you wish to see it. However, I have found that it can be tedious and time consuming to read it in its entirety and can be misinterpreted if you are not a qualified reader. In general, you will find the financial report will describe an aging club that has not adequately funded its reserve. This is not something new; it has occurred over the life of the Club. I am not making a decision on whether this is correct or incorrect, just a factual observation.
Additionally, it costs “x” amount of dollars to operate the Club each month. The dues and other fixed revenue does not cover the cost of operation. We depend on member parties and outside functions to cover the additional cost of operations. This policy is used in almost all Country Clubs across the USA. We are having some trouble in attracting outside functions because of the physical condition of our Clubhouse.
One quick word about late charges. The late fee of $35.00 per month was instituted to assist the Club in getting accounts paid on time. It is regrettable that we have members who habitually will be late payers. On an average month, we have about $250,000 in outstanding accounts receivable from members. This money is needed on time for continuing operation. Please help us to help you by paying your account on time so we can continue to provide you with the services you demand.
I am available to you when you want to discuss finances at the Club. Just call and we can get together over a cup of coffee or a glass of tea and discuss your concerns.

This national act will be rare opportunity for you to enjoy great dining and side splitting comedy in your own back yard. All details are in this months Par Four.
A new member of our Harlingen Country Club Team comes on board in June. Michael Fernuik, HCC’s new Head Golf Professional will be on the job June 12, to begin a new era in HCC’s Golf Program. There will be a “Meet the New Pro” party at the Club, date and time will be posted.
A special thanks to Sue Little and Liz Richardson. These two special ladies guided our Golf Department for five months that included LB40 and several Tournaments that all were executed flawlessly. Without their patience and expertise the Club would have suffered. The great team we have with Sue and Liz is a blessing for you, the member, and will only get better with the addition of Michael. Wednesday June 12, HCC will host a Wine Tasting in the Palm Room. We are going to try a little different format for this tasting. Stations will be set up with Chef Tim’s culinary creations paired with wines that will accentuate Tim’s outstanding selections. See this months Par Four for all the details.

WGA Tee Talk
The Texas Senior Women’s Tournament was held in Conroe, Texas at the Panarama Village Golf Course on April 30– May 4, 2007, and nine of our WGA members attended. Of the nine, four came home with some nice wins. They are: Sue Knetig, Runner Up. Second Flight; Phyllis Busse, Runner Up, Fifth flight: Darlene Gill, Winner Consolation Fifth Flight: and Laurie Richards, Runner Up, Consolation Fifth Flight. This is the best showing our Club had made in recent memory. Congratulations to all the winners. One of our WGA members, Donna Simms, had a beautiful hole-in-one on April 7, on No. 12. Alas and alack, Donna was not in either of the hole-in-one pots. Don’t let this happen to you! If you can reach the green, you can get a hole-in-one. There is a lot of luck involved, and we never know what might happen. Join today! Speaking of holes-in-one, there have been many of them recorded here at HCC, and a couple of our WGA members have even managed to do it on all the par threes. Vida O’Brien is one, and she racked up a total of six aces. Leslie King has also had a hole-in-one on all four of our par threes. Very nice work, ladies! Some other members have impressive records, too. Loretta Burd, Marian Bateman, and Betty Young have each had three. Celeste McMullen and Leolla Fisher have had two each. Some of the others who have had a hole-in-one are Bebe James, Patti Neblett, Sue Knetig, Joan White, Susan Osuchowski, Liz Richardson, Dea Settles, Bernice Cole and Sondra Turk. If I have missed anyone, please let me know and I’ll mention it in another newsletter.

RULES OF THE MONTH DECISION ON THE RULE OF GOLF:
1-2/3 Flagstick Lying on Putting Green Removed by Player to Prevent Another Player’s Ball from Striking It
Q. B removes the flagstick, places it on the putting green behind the hole and putts. A, believing that B’s ball will strike the flagstick, picks up the flagstick, allowing B’s ball to roll beyond where the flagstick had been placed. What is the ruling?
A. In match play, A loses the hold for removing an obstruction which might influence the movement of the ball while the player’s ball was in motion—Rule 1-2 or 24-1. In stroke play, A incurs a penalty of two strokes—Rule 1-2 or 24-1. B incurs no penalty.

The Club will provide Live entertainment for your listening and dancing enjoyment every Birthday Night. There’s no excuses, so come on out and join friends and family for all or any of these great events this month at HCC. I was told when I was hired at HCC that the Club had developed a Mission Statement a number of years ago, but no one knew what it was or said or represented. After spending a lot of time researching old files, I found the HCC Mission Statement in an old operating manual. Please carefully read, think about this document, and what it is telling us about what the Club is and/or is supposed to be.
The Harlingen Country Club Mission Statement
The Harlingen Country Club is committed to be the best family focused, member owned Country Club in the Rio Grande Valley. We will provide high quality family activities for all our members. These activities include: Golf and Fitness, Swimming, Tennis, Dining and Entertainment. We are pledged to maintain and enhance our facilities. We are dedicated to excellence.
Are we living up to the guidelines provided by the consensus of the membership that adopted this Mission Statement?

WGA Tee Talk
January has come and gone (thank goodness) and we are on our way to Spring. We certainly have had some nasty weather and many golf games had to be cancelled. For some of us, this is a major catastrophe! If we can’t golf, what in the world can we do? Oh, yes, I forgot—we can go shopping!
The only tournament held in January was our annual Green and White. The poor Whites (me included) took a real beating this year and therefore, had to spend many hours over a hot stove cooking up a brunch for the lucky winners. Thanks to Betty Young and Kay Stevens for chairing this event, and to Kay Conly for hosting the absolutely fabulous brunch.
February brings about the Life Begins at Forty tournament and the return of many of our good friends from around the country for a week of fun and frivolity. Good luck to our HCC guys– may you all bring home the crystal.
ALL VALLEY NEWS January play was at Meadow Creek and we had some winners, Sue Knetig took second low net in First Flight and Denice Leon took second low gross in the same flight.
February play will be in Shary Golf Course and the cost will be $39.00.
One of the advantages bowling has over golf is that you seldom lose a bowling ball. Don Carter
LET'S TEE UP
WINTER has finally reached the Valley, unfortunately. We have been having very cold and wet weather so our golf course play has been slowed up a bit. But believe it or not, I have seen two or three die hards out playing.
FEATS: Kay Conly, during the WGA Green and White Tournament, had an eagle on number 6. Tanner Springfield, 12 years old, shot a 35 on the front nine. This is his best ever. Also Ryan Carey, 11 years old, shot a 39 on the front nine. His best ever.
Get ready Golfers! Our HCC Ladies and Men Club Championship is coming up this month on the 10th and 11th. Sharpen up your game.
Get all the play you can this month. The club will be closed to all members on February 25 thru March 2. These are the dates for the Life Begins at Forty.

15/5 Original Ball Found and Played After Another Ball Put Into Play
Q. A player unable to find his ball after a brief search plays another ball (Ball B) under Rule 27-1. His original ball is then found within five minutes after search for it began. The player lifted Ball B and continued to play with the original ball. Was this correct?
A. No. The original ball was lost when Ball B was played under Rule 27-1 (see definition of “Lost Ball”). When the player lifted Ball B, he incurred a penalty of one stroke under Rule 18-2a. When he made a stroke with the original ball after it was out of play, he played a wrong ball (see Definitions of “Ball in Play” and “Wrong Ball”) and incurred a penalty of loss of hole in match play or an additional penalty of two strokes in stroke play (Rule 15-3). In stroke play, the player would be disqualified if, before playing from the next teeing ground, he did not correct his error (Rule
